Pay-commission pay structures, DA revisions, arrears, service books and approvals — rules that off-the-shelf private-sector HRMS tools don't handle.
Payroll in a government department, board, corporation or aided institution follows a different rulebook from a private company. Pay is fixed on a pay-matrix level and cell, Dearness Allowance is revised periodically and creates arrears, HRA depends on the city classification of the posting, increments fall on fixed dates, and employees may be on GPF or NPS depending on their joining date. Most commercial HRMS products are built around CTC and cannot model this cleanly.
GK Digital builds and customises HRMS and payroll systems for public-sector and government-linked organizations. The rules are configured as data — pay levels, allowance rates, deduction heads, approval chains — so that when a revision is announced, your administrators update a table rather than waiting for a software release.

Every DA or pay revision means weeks of spreadsheet work and recalculation errors.
Postings, promotions, leave and increments live in files that are hard to search and easy to lose.
CTC-based HRMS products can't represent pay levels, cells, allowance rules and multi-level sanctions.
Employees placed on level and cell; increments and promotions move them through the matrix automatically.
DA, HRA, transport and other allowances as configurable rates, with arrears computed from the effective date.
GPF or NPS, professional tax, income tax, recoveries and society deductions, with schedules for each head.
Joining, postings, transfers, promotions, leave and disciplinary entries with document attachments.
Multi-level sanction for leave, loans, advances and bills, with a complete audit trail.
Pay bills, acquittance rolls, deduction schedules and Form 16 in the formats your accounts office needs.
We document your pay structure, allowance rules, deduction heads and approval chain.
Rules modelled as data; screens and reports built for your formats.
New system run alongside the existing process until totals match.
Administrator and user training, then ongoing support under an agreed SLA.

Government HRMS projects are quoted after a rule study, because effort depends on the number of pay structures, deduction heads, report formats and integrations. Hosting can be on-premise or in an approved cloud.
Yes. Pay levels and cells are stored as configurable data, so increments, promotions and future revisions are applied by updating the matrix rather than changing code.
An administrator enters the new rate and effective date. The system recomputes affected months and produces an arrears statement for approval before payment.
Yes. Each employee is assigned the applicable scheme, and contributions, schedules and statements are generated accordingly.
Yes. We can deploy on-premise, in a government cloud, or on a cloud provider your organization approves.
It shares the core modules — employees, attendance, leave, payroll — but the pay and approval rules are built for public-sector requirements. For private companies see our HRMS software page.
